During the early construction phase, it is important to ensure that all deliverables required for the execution of the commissioning and start-up scope are complete. This allows the CSU team to focus on execution of the scope. As construction progresses, interaction between construction and commissioning will increase such that the completions of critical early systems occurs on-time.
SOME OF THESE ACTIVITIES INCLUDE:
- Establishment of the Mechanical Completions team and associated processes.
- Establishment of the permit to work office and associated processes.
- Commencement of simultaneous operations interface processes.
- Execution and progress tracking of the pre-commissioning and commissioning scopes of work.
During execution of the commissioning scope of work, it is critical to closely monitor progress against baseline to ensure that issues impacting the progress are quickly identified and addressed to minimize impact to cost and schedule. Simultaneous operations, permit to work, and energy isolation processes are critical to the safe execution of the work scope towards start-up.

During the start-up of a project, the commissioning team supports the permanent operations organization. The priority for ATS is to ensure a timely and incident free start-up where the operations team leads the effort.
